What does Oracle 8 Personal edition contain?

Hi

I want to do standalone development of SQL*Plus and PL/SQL on my PC - for later delivery to clients.

Does the Personal edition of Oracle 8 include SQL*PLus and PL/SQL? The online docs are a bit vague about what you get with it.

Can I create a standalone database on my PC with the Personal edition? (Similarly, the specs talk a lot about accessing remote db's on servers, but don't specifically say you can create a local database).
