Service name can not be resolved

I have added a new TNSNAME blcok to connect to a new server.  However, I
can use the SQL plis to connect it. But I can not connect the same
database with the Schema Manager tool (8.1.5). It will return the error
message -" the service cannot be resolved" What did I do wrong?
