Eh, you are using oracle-client and forms ... should read postings
more exactly ...
Forms uses his own tnsnames, should be in
<developer_directory>\net80\admin
When you use forms - programms, these will use this tnsnames.ora
Better is setting TNS_ADMIN=d:\Oracle\Ora81\network\admin\
as an environment-variable
