I think the OP wanted to remove an individual database, not the server.

On NT, for Oracle 8, there is a Database Assistant which will remove an instance. If memory serves, on 7 there was a tool called the NT Database Administrator. Further relying on my faulty memory, both remove the instance specific entries from system services, the one in 8 also deletes the files, with 7 they need to be deleted manually.
