really silly questions, please help!

Hi ,
I am totally new to databases and I would like to teach myself oracle. I know that this is really basic stuff and I should be able to figure things out myself by reading up on oracle's website... and I 've tried, it's just that I am really confused by all the different options and products available out there, that I can't understand where I need to start.

I don't have the program yet, so I need to get something I can install on my PC at home. From what I understood so far, the thing to do would be to download oracle 8i personal edition.
Now, I have two questions:

I saw that there is now oracle 9i database. Is that something I could use, i.e. is there some oracle 9i product that I can install on my pc, like an oracle 9i personal edition ? I read somewhere that there should be one, but I could not find it.

Also, I have been trying for days to download from oracle website, but I always got the page cannot be displayed error. Has anybody succeded in downloading lately?

I would really appreciate it if somebody could help, these must be really silly questions for most of you!!
