Timed Triggers

I'm setting up a Oracle 8 database that contains usernames and an expiration date for each user. Access to the corporate outside web page needs to be disabled for the concerned individual after the expiration date is passed.

I know I can use a cron, or other external timed event to handle this, but is there any way (timer trigger?) inside of Oracle (not forms or graphics) that this can be done?
