Help! 8i on Win2k: error message: ORA-12545: Connect failed because target host or object does not exist

I downloaded 8i from www.oracle.com , installed on win2k, can not log in. I tried the SYS - CHANGE_ON_INSTALL,
error message: ORA-12545: Connect failed because target host or object does not exist
