In control panel go to ODBC connections and create a new DSN for the database. You have to have an Oracle ODBC driver installed. When adding a new connection in the control panel look in the list if one is available. If not go to technet.oracle.com to download the Oracle ODBC driver (Microsoft has a free one too).

Create a database alias for the Oracle database using Net8 assistant (prev known as the SQL*Net easy configuration utility).

That should be it.
