I think this should do it.
CREATE OR REPLACE PROCEDURE Feedback_Id_Proc IS
Temp varchar2(30);
FBTEMP VARCHAR2(35) := 'FB-';
BEGIN
SELECT Feedback_ID_SEQ.NEXTVAL
INTO Temp FROM DUAL;
FBTemp := FBTEMP || Temp;
Insert into Feedback (Feedback_Id) Values (FBTemp);
return(Temp);
