AFAIK, no..users must be created in the target database prior to the import of any objects they own or have grants to... You can build a script to get the user/password info from the source database( the all_users table) and run it against the target to save typing... .[ you can get the default tablespaces, temporary, etc, as well but unless the tablespaces have the same names, you will need to assign rights, quotas, etc by hand]
