It is possible
You need to install Dev 2000 first in the default oracle_home You need to install Personal Oracle *second* in a *different* Oracle Home. You also need to either setup the TNS_ADMIN variable to point to the Oracle 8i network admin files, or to copy the Oracle 8i network admin files to the developer network admin files.
Obviously this question has been asked numerous times here. If you didn't already do so, searching the archives may provide more details, but this is the basic installation procedure.
