I have found that you can get the above error when the repository database is not up and running. Can you connect to the repository database using sqlplus?

If you connect to a database from OEM then you connect using a set of credentials (often but not necessarily an account with SYSDBA privileges). The database account that you are using needs to be able to see the scott schema. You need to check which account it is that you are using to connect to your target database. sysman/oem_temp is NOT a database account, it is an OEM account.
