For books - the 'best' is Oracle8i the complete reference by Loney, but I find that a bit heavy for newbies.
For newbies and those who want to get a good starting handle, I like Oracle Essentials (O'Reilly) by Greenwald/Stackowiak/Stern, ISBN 1-56592-708-7
