SQL Server (Microsoft) is much simpler.. However Oracle is more healthy. A well known trade off.
As far as the language, they both use SQL, but the dialects are different How big of a database ? Oracle seemd to handle larger databases better. How many users ? The more simultaneous users, Oracle seems to be better. What is the application ? long transactions which lock tables & pages

   seem better in Oracle.
SQL Server is easier to setup from a DBA standpoint (however)
