case insenstitive

How do I make a case insensitive uqery with oracle? My old Accesss popgrams are just working fine when

a="my" and b="MY"

select * from table wehre a=b

but with linked tables from oracle, access won't when I tried with upper it also won't work.

does anybody has a clue
