Were the Windows Services created? Are they started? Is there a TNSNAMES.ORA file in \network\admin or net80\admin? Is there a listener.ora file? Is the Windows Service for the listener started? Lots of possibilities.
Yes you can create the database from scratch. That is really the best way to do it. But before you can you need an initSID.ora file and a build script to create the system tablespace, rollback tablespace and rollback segments, temp tablespace, and data and index tablespaces. I suspect you don't have those handy. <g>
But before you do ... you will still need to solve the TNS problem. Because a manual build can only be done in Server Manager.
