Russ, a few things may be causing your error, first a few questions:

  1. Are you using a DNS, and has it been updated?
  2. If you are using dhcp is the change there?
  3. Are you using an LMHOSTS file?
  4. Have you hard coded the IP address in the tnsnames and/or listener.ora?
  5. Ping your server by name and see if you get the IP address you expect?
  6. If you have multiple NICs insure you are getting to the correct one.
