I don't have this package/cartridge, but I'd imagine it's a 'wrapped' package. ie. the source will not be available to you and it's loaded into the database in coded form. You might get just the package headers with enough of an idea to publish the procedures/functions etc and how to call them. You could take a look at ?/rdbms/admin and see what's in there, but it's almost certainly wrapped.

Perhaps you could search usenet/web/whatever-your-GIS-is-newsgroup to see if others have come up against the same problem? What is your GIS just out of interest?
