Well, I am not that much of an expert, but maybe it would help if you can say if you actually installed and Oracle Client or Personal Oracle with Server/Client on one machine.

In general this error occurs due to a communication setup error. Usually the listener configuration.

This means, that if you installed Personal Oracle, usually the listener (which is required to connect to an oracle server database) is turned off and internal pipes are used instead of standard communication methods.

Well, but it all depends on what you have installed and configured I would say from a first glance...
