There is not enough detail to answer definitively. However as modern installs of the oracle client and oracle forms go into different oracle_homes I'd hazard a guess that the tnsnames.ora for you oracle client is fine and the tnsnames for your forms is not. try copying the one over the other (having made a suitable backup first)
