"Should" is an interesting word. I would say no. However, I'm currently working
for a company that allows developers to move things into production. It is amazing how many times they have to do another emergency move into production to fix the bad code they just installed. I've never seen this before, as
I ALWAYS seen structured approaches to production updates.

Having someone other than the developer move the code into production seems to give them that little extra incentive to make certain the code works right the
first time. Otherwise, they have to admit to someone else that they had a problem.
