Before you re-install (which is just a *rash* measure) could you
verify whether the database is actually up and running?
Your assertion 'I couldn't access sql*plus' doesn't really tell
anything with exact error messages.
In order to verify if and what possibly went wrong, find the bdump
directory on your system, and look for a file called alert<SID>.log,
your SID most likely is ORCL.
Your assertion uninstalling doesn't work looks also *very* strange to
me. And yes, you can reinstall without uninstall, but let's try to
find the root of the problem first. Otherwise you're just going to
have more problems.
