character set problems (umlaut) Oracle8i and Linux

I have created a database with character set WEISO8859P15, but I cannot
make umlauts and german special characters work.



I have also tried to set the environment variable NLS_LANG to
GERMAN.GERMANY.WEISO8859P15 but when I start the database it does
complain


about an unknown NLS_LANG parameter.



Do I miss anything,
