There are several factors which could affect the answer.
Are you running dedicated server connects or using MTS? Do you have pre-allocated server connections?
If you are not using MTS and do not have pre-allocated sessions then this would appear, to me, to be a definite problem that I would refer to support after checking the listerner log and looking for sqlnet.log files related to these processes.
