As an addendum;

I managed to create the view as user sys, then create a synonym for it as my regular user. I'm still confused though. My normal user has full dba rights; shouldn't that pretty much give the account access to everything?

It seems my original theory about a squirrely privilege problem was correct; however, I still don't understand it. Hopefully enlightenment will come with more study.
