Oracle Lite Deployment

I purchased a CD Pack from the Oracle Online store to evaluate whether Oracle Lite would work for my application. The good news is that it works quite well! The bad news is that I can't discern from the documentation just what I need to buy in order to actually develop / distribute my application.

Do I buy a single copy of OLite for my development and distribute files as instructed by the deployment documentation?

Or, do I buy a copy of OLite for each deployment? (If this is the case, I need to find something less expensive)

Where is this spelled out in Oracle docs?
