ORA-12560: TNS:protocol adapter error???????????????????

I'm having problems accessing sql*plus for the first time.  I'm entering
user scott and pass tiger and still unable to access sql*plus.  I get the
error



ERROR:



ORA-12560: TNS:protocol adapter error



Can anyone help me with this problem.
