Oracle 7.1 was desupported sometime in the past century. In fact, the latest version of Oracle 7 (7.3.4) was desupported at the end of last year.
SQLDBA was desupported in favor of SVRMGR (server manager). But even SVRMGR is being desupported in favor of SQL*Plus.
SQL*Plus will be able to do all the things that you require. SQLDBA will not. It is probably in your best interest to upgrade to a currently supported RDBMS version.
