Yes, ODBC runs on top of sqlnet/net8

No, IMO, the point about ODBC is you can query multiple different databases from your client in a standard fashion. This means the driver will usually translate only and run on top of the existing sw

Yes, though you would need to download either Personal Oracle 8i or the full Enterprise Edition.
AFAIK this is the only sw publicly available and you need a support contract for full access.
