Newbie has jrew error when installing 8i personal

Hi Everyone:

Dont know a thing about Oracle, but trying to learn. I downloaded 8i Personal (for 98) and when I try to set it up it calls the Universal Installer, but I get an illegal operation error that references JREW. I went to www.javasoft and downloaded JRE 1.1.8 and installed it to its own directory. I did this because when I tried to click on one of the setup files in Explorer it told me I needed JRE 1.1.6 at least. I still am getting the "JREW illegal operation error".

I will appreciate any help. I couldnt find any thing at oracle/otn Thank you in advance.
