Maurits,
8i PE comes with a listener which you can startup from a DOS prompt with lsnrctl start. If it is configured coreectly, i.e. it includes your sid and tnsnames.ora on your client(s) include(s) the sid and hostname or IP as well, you should be able to connect.
I have a win98 box with 8.1.5PE to which I can connect from a Linux box, so I know it works :-)
