how to get all oracle software???

Hello,


Can anyone advise me how to get all oracle software including all the
upgrades and new releases for research and testing. the Key here is


"research and testing". There will be no production or even staging software

running on this copies.  I am looking for similar plan that MS offers for


"solution providers".



As soon as I contact Oracle they send quotes that are in multi $10,000 range
for oracle8i only.
