Web.Homemenu

When trying to access WeBDB from the browser I get an error message saying that the object Web.Homemenu does not exist. When I investigate the matter I find that homemenu is not compiled. I tried to compile but it says that the current PL/SQL Tool Kit version is not valid. How do I find out what version I have and how do I change it?
