Table comments

As our database gets larger its harder to keep track of what each table and column does. I am looking for a way to track that information. I found the COMMENT command. That would seem to help, but where would I find, table creation date? I'm also looking to store who created the table (not the Oracle user, the person here who needed the table) and other information. Would it make sense to have a table store that data?
