SHUTDOWN insufficient priviledges

Hi,



I'm having trouble shutting down a database.  I can log in as the oracle
user (with oinstall, sysdba, and sysoper usergroup) to a particular
database, but cannot shut the thing down.  When I type



SHUTDOWN IMMEDIATE;


I get:



ORA-01031: insufficient privileges



does anyone know why?
