If there are files in %ORACLE_HOME%\sqlplus\mesg\ of the type sp1XX.msb where XX is some 2-character language code, then the NLS_LANG is probably not defined. I THINK this is defined when you set your Oracle environment using the Oracle Home Selector. I noted that there is a registry setting associated with each Oracle_Home.
If the files are NOT there, then you probably have an incomplete installation of the Oracle client. I would reinstall.
