Kevin Loney Oracle, the complete reference Kevin Loney The Oracle DBA Handbook

You won't be able to learn Oracle *quickly* though, as Oracle is a product with a steep learning curve and it is definitely much more than sybase or sqlserver.

Concepts are covered in the Oracle Concepts Manual included in the standard documentation.
