Making a predefined request set available?

I have a user (former employee) that predefined agroup of reports, and was able to request that set from the pick list.

How can one make that same request set available to other users, as part of the request set pick list?

Please indicate the Navigation path.

Also, how can one CHANGE the definition (e.g. Number of copies) on a permanent basis.
