This question has been discussed several times the last few days, so a search on deja shouldn't have turned up a blank. Designer 6i, and Forms/Reports 6i don't support multiple homes. You need to install them *first* in the canonical default oracle_home. The other products need to be installed in a different oracle home and OEM 2.1 can't live in the same home as the database.
You are not planning starting with all those products at the same time, hopefully? Do you have Oracle experience? Even experienced Oracle users would initially drown in them.
