Yes, it can, but it is very complex. It is a way to have high availability (two machines, one set of shared disk drives.); it is possible to scale better with it, but you have to partition the application and data carefully or you lose the advantage.
You can set it up on NT. Regardless of the OS, it is very expensive and complex to setup and maintain.
