I overheard a DBA conversation that has me confused and I'm hoping someone here can clarify this for me.

I overheard that some of our Oracle databases won't startup sometimes because there's some memory segement in use that's "too high" for us to startup Oracle. They then said they moved the segment.

What are they talking about?
