Rights to a Tablespace

I'm a newbie so don't kill me.
I had a vendor to tell me to give a user read rights to a tablespace. I don't think you can do a tablespace can you? Also, I do try to give the user rights as system to the individual tables in the table space and it keeps saying that I have insufficient privileges. Is this because the table space was created by another user? How do I assign this user to the tables without doing each individual tables, a script?
