PL/SQL vs Java vs Pro*C for switching?

I need to create a program to send commands to a Nortel switch on a separate system via telnet. Has anybody seen something out there that already approximates this? Any ideas about which language would be better? Do PL/SQL or Java support creating a telnet session? What about creating a file with either of them and then have the system telnet the file from a cron job? Feasible? I would appreciate any ideas
