TNS-12500 error

Hi to all,

We have big problems here, for some reason after a wile our listener hangs and doesn't accept more connections.When I checked the log file it says

Does anybody have an idea about what is going on? I added more processes in the init.ora, we added more processes in the kernel of the HP machine.
We are using an Oracle 8 database and the people access to it by a web application.

Any help will be appreciated.
