ORA - 12541 TNS No Listener

I'm having a repeated and repeatable problem with the Listener service shutting down on both Windows NT and Windows 2000. I am running Oracle 8i. I am able to start the listener service on both platforms, but within one minute, it shuts itself down. Because of this problem, I can access neither my local sample database or the "real" networked database.

I have not been able to find any relevant documentation. Any help would be greatly appreciated!
