As far as I know there is no oracle specific version control system but there are many others. Personally I always store procedures and table definitions and patches and everything I insert into the database as sql-script files. These scripts I use to check in into PVCS version manager. The advantage of PVCS is that it is note very expensive compared to its functionality and it's available on several platforms (Windows and Unix).
