I've had this trying to install Developer6 -
I found that all my NT services were definitely shutdown and I got these messages when the installer was replacing DLL's in the ORANT/BIN directory. I found that if I deleted or re-named the DLL it was trying to replace at that time, it would happily carry on.
Looking at my system the DLL's in question were
CORE40.dll
NLSRTL30.dll
and possibly a couple of others......
