TNS protocol error

I installed Oracle 8.1.5 in standalone PC running Windows NT 4.0 and create a database. If the database is not up, whenever I start svgmrl or SQL*Plus using connect / as sysdba, I got the error "TNS protocol error". However, if the database is up before I run the programs, the error is gone. What setup do I need? Received on Wed Jul 05 2000 - 00:00:00 CDT
