Oracle 8i OEM and local database on NT machine

I am new to Oracle and want to learn it on my home computer. Could someone explain me how to configure OEM to access local database (step-by-step instruction or just guidlines)? I am always getting error message "TSN:can not resolve service name" when I try to connect using OEM Console.

My computer description:
---Windows 2000
---Oracle Personal Edition 8i (version 8.1.5)
---Static local network IP address (has machine name, no domain name)
