You do have to install to a different Oracle Home, and with that comes issues of setting up listeners, etc.
However, my observation is that you can't successfully complete the install of developer 6 on windows 2000 due to an installer limitation - it doesn't recognize windows 2000, and seems to default to windows 95/98 - copying the wrong files, etc. If anyone knows how to solve that, I'd be interested (Oracle support simply said it can't be done).
